Government of Maharashtra will conduct a Common Entrance Test for admission to Superspeciality Courses at Government/Corporation Medical Institutions for the academic year 2013-2014.

The Schedule of Entrance Examination (MH-SSET-2013) and admission process for DM/MCh Medical Postgraduate Superspeciality courses in the State of Maharashtra is as follows:


1. Sale of information brochure and application forms at (G.G.M.C, Mumbai, B.J.G.M.C., Pune, GMC, Aurangabad, GMC, Nagpur).: 24/05/2013 to 04/06/2013

2. Submission of application forms at (G.G.M.C, Mumbai, B.J.G.M.C., Pune, GMC, Aurangabad, GMC, Nagpur).: 24/05/2013 to 04/06/2013

3. Date of r eceiving of Admit Cards from DMER office: 10/06/2013 To 11/06/2013 upto 5.00 pm

4. Date of Examination: 12/06/2013 (Wednesday)

5. Centre of examination (Place - Mumbai): As indicated in Admit Card

6. Schedule of Examination
a) Entry in Examination Hall: 9.15 a.m. Long bell
b) Distribution of answer sheets: 9.40 a.m.
c) Distribution of question booklets: 9.50 a.m.
d) Examination Commences: 10.00 a.m. Long bell
e) Latest Entry permitted in Examination Hall (No candidate will be permitted after 10.00 a.m. under any circumstances.): 10.00 a.m.
f) Examination concludes: 12.30 p.m. Long bell

7. Declaration of Provision Result & Provisional Merit list: By 01/07/2013

8. Last Date of Submission of Application form for Verification of Marks to DMER Office: 04/07/2013

9. Declaration of Final Merit List: 06/07/2013

10. Issue of Marksheet from DMER office: 09/07/2013

11. Filling of Preference form & Counseling at Mumbai: 17/07/2013

12. Publication of list of candidates selected: 18/07/2013

13. Certificates / Documents to be brought on the day of Preference form filling & Counseling. (Original & One set of attested Xerox copies)
(i) Admit Card & Receipt-Cum-Identity Card.
(ii) MH-SSET-2013 Marksheet.
(iii) Nationality Certificate
(iv) SSC passing certificate / Valid Passport
(v) First, Second and Third M.B.B.S, mark sheets (Part- I & Part - II wherever applicable)
(vi) Attempt Certificates of All MBBS examinations from the head of the institution. (First, Second, Third [ Part-I, Part-II ] MBBS)
(vii) MD/MS Examination Marksheet / Grade Certificate
(viii) Attempt certificate of MD/MS or it's equivalent examinations from the head of the institution
(ix) Registration Certificate (MCI / MMC / Other State Medical Council)
(x) Certificate from Head of Institute showing that the Medical College / Institute from which the candidate has passed Post Graduate examination is recognized by Medical Council of India and the course is recognized by MCI.
(xi) Medical Fitness Certificate (as per Annexure – I)
(xii) Undertaking for number of attempts of MH SSET.

14. Last date of joining the allotted college & course: 30/07/2013

15. Commencement of Academic Session: 01/08/2013

16. As per MCI guideline the last date upto which students can be admitted against vacancies arising due to any reason: 30/09/2013


Govt. of Maharashtra has been conducting Superspeciality entrance examination (MHSSET) since 1990. The merit list of this entrance examination (MH-SSET-2013) will be utilised for selection of candidates for admission to all DM & MCh Superspeciality courses at the Medical colleges/Institutions in the state of Maharashtra in the academic year 2013-2014.

Schedule of MH-SSET-2013:

No candidate will be allowed to appear for the examination unless he/she holds an Admit Card and Receipt-cum-Identity card issued by the Competent Authority.

The Entrance Examination will be conducted on Wednesday, 12th June, 2013.

Time of Examination is 10 a.m. to 12.30 p.m. The time of reporting by the candidate at the examination centre shall be 9.15 a.m. At the end of paper, candidate will hand over the OMR answer sheet and question booklet to the concerned invigilator.

All eligible candidates are required to take MH-SSET 2013 at their own cost.


A candidate will be eligible for MH-SSET 2013 and for selection/admission to a course in Superspeciality if fulfills following conditions.

The candidate must be an Indian national.

The candidate must possess recognized post graduate degree MD/MS (or its equivalent) from a medical college recognized by MCI. Candidates who have appeared MD/MS or equivalent examinations are also eligible to submit application forms. However, they will be considered for selection, on production of passing certificate of postgraduation degree on the date of preference form filling and counseling.

A permanent MCI/Maharashtra Medical Council (MMC)/any other state council registration is a precondition for appearing for MH-SSET.

The minimum percentage of marks secured by the candidates in the MH-SSET 2013 for the purpose of eligibility for admission to Superspeciality courses shall be 50% for all the candidates.

A candidate who has already acquired a Superspeciality degree course in any one discipline and who has already completed the course is not eligible to apply for any other discipline.

Candidate who are presently under going Superspeciality course in one discipline are not eligible to apply for any other discipline.

The candidate must be medically fit

The candidate having other state's Medical Council registration should register with Maharashtra Medical Council (MMC) / MCI after selection and joining to Superspeciality course and its proof should be submitted within a period of one month.


The information Brochure and the Application Form will be available for sale at the following offices of the Designated Authorities, from 24/05/2013 to 04/06/2013 excluding Sundays and Government Holidays.

a) Grant Medical College, Byculla, Mumbai - 400 008.
b) B.J. Government Medical College, Pune - 411 001.
c) Govt. Medical College, Panchakki Road, Aurangabad - 431 001.
d) Govt. Medical College, Hanuman Nagar, Nagpur - 440 003.

The cost of application form along with the information Brochure of MH-SSET-2013 and the examination fee is Rs. 4000/- to be payable by a Demand Draft / Pay Order of any scheduled commercial bank drawn in favour of the “Director, Medical Education & Research, Mumbai” Payable at Mumbai. This amount is not refundable. Brochure and the application forms will not be issued/sent by Post/Courier.

Application form complete in all respects will be accepted in person at the above centers from 24/05/2013 to 04/06/2013 during office hours. Application forms sent through courier / Post will not be accepted.

Candidate should keep one Xerox copy of his/her Application Form (duly filled in) for future reference.

The Receipt cum Identity Card will be issued at the time of acceptance of the form. The candidate is required to preserve the Receipt cum Identity Card for all future references.

No Original Certificates or attested photocopies are required to be submitted alongwith the application form. However all original certificates should be shown at the time of submission of the application form to decide eligibility.

Admit Card:

The Admit card will be issued from DMER office, CET Cell from 10/06/2013 onwards during office hours.

Issue of admit card is just an enabling provision for appearing for MH-SSET and does not imply that the candidate satisfies all the requirements of eligibility conditions for admission.

In case of loss of admit card, it shall be obligatory on the part of candidate to procure duplicate admit card from the DMER Office, CET Cell, Mumbai. On the day of examination the duplicate Admit Card will be given at the examination centre not later than one hour before the commencement of examination. Duplicate Admit Card will be issued only on production of Receipt-cum-Identity card/sufficient evidence to prove that he/she is the genuine/bonafide candidate.

The candidate shall submit only one application form. Submission of more than one form will disqualify the candidate.

PREPARATION OF MERIT LIST: The Merit list shall be prepared on the basis of descending order of marks obtained at MH-SSET-2013.

BASIS OF SELECTION: Marks obtained by the candidate at the MH-SSET-2013 will form the basis of selection.


The Competent Authority shall conduct MH-SSET, evaluate the answer-sheets and prepare the separate State Merit Lists for DM and M.Ch.

The Competent Authority will prepare provisional merit list on 01.07.2013 indicating Merit List number, Name, marks scored by the candidateThe same will be made available on the Website of “www.dmer.org

In case of any typographical error in provisional Merit List, regarding name, age gender etc. representation for correction should be submitted to the Competent Authority within 3 days from the date of declaration of provisional Merit List.

There will be no rechecking / revaluation of the answer sheets. However the candidate can apply for verification of marks to the Competent Authority by 04/07/2013 in prescribed Proforma (Annexure ‘E’) along with prescribed fees of Rs.1,000/- (Rupees One Thousand only) to be paid by Demand Draft drawn on any Scheduled Commercial Bank in favour of “Director, Medical Education & Research, Mumbai” payable at Mumbai. The candidate will be given photocopy of the answer sheet and model answer key after verification.

Final State Merit will be declared on 06/07/2013 on the Website of DMER

The statement of marks of the candidate will be issued from DMER office on 09/07/2013.

The candidate who wish to obtain duplicate Mark-sheet will have to apply to the Competent Authority with prescribed fees of Rs.200/- (Rupees Two Hundred only) which should be paid by Demand Draft drawn on any Scheduled Commercial Bank in favour of “Director, Medical Education & Research, Mumbai” payable at Mumbai.


The selection will be made on the basis of preferences given by a candidate. Specified number of eligible candidates as per State Merit Number will be called for counseling and asked to fill the preference form. The candidate should present personally to fill the preference form. Proxy will not be permitted. Counseling sessions are not meant for instant seat allocation. During these sessions candidates are helped in exercising their preferences for various courses and the institutions. Seat allocation shall be made centrally at a later date on the basis of MH-SSET-2013 merit list and preferences exercised by the eligible candidates.

Selection Process shall be as follows:

Specified number of candidate will be called for counseling and preference form fill course by way of notification. All the original document will be scrutinized and the eligibility of the candidate will be ascertained. Preference form will be issued to candidates eligible in all respect, in accordance with the original documents.

The preference form shall be made available to the eligible candidate at the time of Counseling / Preference form filling process. The candidate shall be allowed to submit only one preference form.

For filling of vacant seats after first round, same preference form will be considered and no separate preference form will be required to be filled by the candidate. It is made clear that even if a candidate to whom a seat has been allotted in the 1st round wants a betterment of his/her choice. such a candidate must initially accept the allotment and join the college by completing the necessary formalities as set out by these Rules, failing which such a candidate will be thrown out of the entire admission process of the current academic year 2013-2014.

If any candidate to whom a seat has been allotted in the 1st round does not join the college and course seat so allotted, it will be presumed that such a candidate is not interested in the admission process and for all further round(s) of admission, such candidate shall not be considered for allotment of any seat whatsoever.

The seat so allotted to such a candidate who does not join, will be presumed to be a vacant seat as on and from the next date after the date set out as the last date for joining the college in terms of such allotment. Such a vacant seat will be allotted in the next round of admission.

The candidates who have submitted preference form, but are not selected in the first round, are eligible for subsequent vacant seats filling round.

Based on preferences given, the seat will be allotted on merit and the allotment will be displayed on website of DMER i.e. “www.dmer.org”.

Cut-of date for the eligibility: The eligibility of the candidate shall be determined and /or decided for all purposes including for applicability of all these Rules and Regulations by considering the last date of submission of Preference Form as the cut of date. It is made abundantly clear that if a candidate is found ineligible as on the last date of submission of preference form, in terms of these Rules and Regulations, and if such an ineligible candidate acquires the requisite eligibility after the aforesaid cut of date (i.e the last date of submission of preference form), such subsequent acquisition of eligibility will not make an ineligible candidate eligible for any purpose whatsoever, much less for the purpose of admission.

The registration once granted is valid only if the teacher and the Dean are satisfied about regularity, diligent persuasion of studies by the student as well as good conduct.

Candidate selected for admission shall be subject to disciplinary rules of MUHS / Institution / Government and local authority.

A candidate selected for Superspeciality course will not be allowed to change subject / college / institute / place on mutual basis.

In case of dispute in the matter of allotment of seat / course / institution or any other matter pertaining to the provisional selection or cancellation of admission, the decision of the Appellate Authority shall be final and binding.

Legal jurisdiction: All disputes pertaining to the conduct of examination and selection shall fall within the jurisdiction of Courts at Mumbai.
