Goa Public Service Commission Examination
The Goa Public Service Commission is a body created by the Constitution of India. The Commission advises the Government on all matters relating to State Civil Services referred to it under Article 320 (3) of the Constitution.
In cases of Direct recruitment, the Commission advertises the posts in daily local newspaper, English, Marathi and Konkani. Generally advertisements are released on second Friday of the month in the newspaper viz. The Navhind Times, Herald, Gomantak, Tarun Bharat and Sunaparant. Whenever there is urgency or in the event the advertisement is not released on second Friday of the month, the Advertisements are published on fourth Friday of the month. In case there is no response from the candidates to the advertisement published in the local dailies, the Commission releases advertisement in the Employment News and one national newspaper.
SALE OF APPLICATION FORMS:
The application forms for Direct Recruitment are available for sale for Rs. 20/- each at Casa J.D. Fernandes Stationary Supplier, Printers & Book Binders, Opp. Municipal Garden, Panaji only. Advertisements are also circulated by GPSC to the Offices of Mamlatdars, BDOs, & Police Stations in each Taluka, with a request to display on their notice board.

The Deputy Secretary is appointed as Public Information Officer and Under Secretary is appointed as Assistant Public Information Officer under the Act.

Instructions to the Applicants (Candidates):
Candidates must read all the instructions given below carefully before filling of the form. He must fill the form strictly according to the instructions.

Send the application in the form appended hereto. Application other than the one appended hereto will not be entertained. Separate application should be submitted for each post, in case the candidate applies for more than one post.
FILLING UP OF THE APPLICATION FORM:
(Please read the entire application form carefully before filling).
a) All the questions to be answered as YES or NO should be filled in by a tick mark in the block provided and other items in the application by numbers or words. No item / question should be left blank or wrongly filled as the information furnished therein would be used for deciding the eligibility and suitability of the candidates for being called for the interview.
b) Applications not filled correctly, completely and as per the instructions are liable to be rejected and the onus of such rejection would be on the candidates himself/herself. The Commission will not entertain any claims after such rejection.
c) The application form should be filled in own legible handwriting and two photographs should be attached to the application form (One Pasted on Page No. One & other Stappled on Page No.1 only)
d) At the end of the application candidate should put his signature and name, without which the application will not be considered at all.
(a) The application fee prescribed for any post is Rs. 200/-. The application form should be accompanied by an Indian Postal Order or Demand Draft for the amount equivalent to the application fee payable to “GOA PUBLIC SERVICE COMMISSION”. In the case of SC, ST, OBC, Physically Handicapped and Ex-serviceman candidate, only 50% of the application fee is payable.
(b) Please furnish the number, date and value of Indian Postal Order/Demand Draft in the application form against Item ‘D’ on page one of the application form.
(c) The application fee paid by the candidate is not refundable once the application is submitted in the Office of the Commission.
(d) Application not accompanied by the prescribed fee will be summarily rejected and no correspondence / representation will be entertained against the rejection.

The Application may be submitted by Hand Delivery or by Registered Post or Speed Post only. Application submitted / sent by any other mode will not be accepted / considered and no correspondence / representation will be entertained for non-acceptance / non-consideration.

a. Candidate not possessing the minimum essential qualification / s will not be eligible and his / her application will not be considered. Candidate should note that the prescribed essential qualification / s are minimum and mere possession thereof does not entitle the candidate to be called for the selection process. The Commission in appropriate cases and particularly when number of applications received in response to an advertisement is large as compared to the number of posts and it will not be convenient or possible for the Commission to interview all the candidates, may restrict the number of candidates to a reasonable limit (e.g. for written tests the proportion may be limited maximum to 1:15 and for interview the proportion may be limited maximum to 1:5) on the basis of qualifications and experience higher than the minimum prescribed in the advertisement or on the basis of excellent academic record or by considering suitable additional qualifications or by holding a screening test or by any other method of shortlisting which may include one or more foregoing methods.
b. Candidate should possess the prescribed essential educational and other qualification / s on the date of submitting the application. Those who are awaiting their results of their examinations or those who are about to acquire the prescribed essential qualification after the closing date need not apply and at any rate, their candidature will not be considered.
Depending upon the requirements of the post, the number of applications received and under other relevant circumstances, the Commission will decide to hold a written test and / or skill test and / or physical test and / or scrutiny test and / or group discussions and an interview or only an interview. The Commission will communicate the nature of test which the Commission has decide to conduct for the purpose of selection sufficiently in advance.
Only those candidates, who qualify in such test, will be called for interview by the Commission. The selection in appropriate cases may be done only by way of interview.
PLACE OF INTERVIEW:
Candidate must appear for a personal interview at the headquarters of the Commission or any other place indicated in the interview call.
CALL FOR INTERVIEW NOT TO MEAN SELECTION:
The summoning of the candidates for interview conveys no assurance whatsoever that they will be selected or that they are considered eligible for selection.
