HTET 2014 PROCEDURE / GUIDELINES

To ensure that persons recruited as teachers possess the essential aptitude and ability to meet the challenges of teaching at Elementary, Secondary and Senior Secondary levels, one of the essential qualifications for a person to be eligible for appointment as a teacher in any of the schools recognized by the Department of School Education, Haryana and affiliated by the Board of School Education, Haryana is that he/she should pass the “Haryana Teacher Eligibility Test”. “HTET” will be conducted by this Board in accordance with these Guidelines and such other rules/regulations/instructions/policies laid down by the National Council for Teacher Education/Department of School Education, Haryana.

HTET 2014 Important Dates:

i. Online Registration, uploading of images and Downloading of e-Challan for fee payment through designated Banks: 16/12/2013 to 27/12/2013

ii. Last Date for Receipt of Payment by Banks: 30/12/2013

iii. Last Date (After Payment) for Final Submission: 30/12/2013

iv. Online Correction in particulars: 31/12/2013 to 02/01/2014

v. HTET 2014 Exam Dates: 01/02/2014 & 02/02/2014

HTET 2014 Applicability:

In accordance with the provisions made in the Service Rules of various categories of teaching staff in the State of Haryana, RTE Act, 2009 and guidelines framed by the NCTE, HTET shall apply to –

i. Schools of the State Government / Local authority referred to in the Service Rules and also Sub-clause (i) of clause (n) of Section 2 of the RTE Act, 2009; and
ii. Schools referred to in Sub clause (ii) of clause (n) of the RTE Act in Haryana.

Provided a School referred to in Sub-clause (iv) of clause (n) of Section 2 of the RTE Act may, for the purpose of Elementary levels, exercise the option of considering either this HTET or the TET conducted by the Central Government.

Instructions Regarding Test:

i. The candidates should be present at the Examination centre, as allotted in the admission card, at least an hour before the commencement of examination. No candidate would be allowed to enter the examination centre thereafter.

ii. The candidates should not bring any other paper except valid Admit Card.

iii. Candidates found using or attempting to use any unfair means shall stand disqualified, besides other punitive measures.

iv. No candidate shall be permitted to leave the examination centre earlier than the time fixed for the examination.

v. Use of calculating devices is not allowed.

vi. Candidates must put their signatures twice on the attendance sheet in the presence of the Invigilator in the Examination Hall.

Instructions Regarding Test Booklet:

i. Every Test Booklet has a serial number mentioned on the front page which the candidate must carefully write at the appropriate place on the Answer Sheet.

ii. The candidate must put his/her signature on the front page of the Test Booklet at the appropriate place.

iii. In case the candidate finds any defect in the Test Booklet, he/she should request the invigilator to change the same before writing any particulars.

iv. Answer Sheet must be returned to the invigilator before leaving the examination hall.

HTET 2013 Eligibility:

All individuals who posses minimum educational qualifications, etc. as delineated here under are eligible to take the Test (HTET). This will be for three categories:-

i) who intents to be a teacher for classes I to V and fulfills the minimum qualification.
ii) who intents to be a teacher for classes VI to VIII and fulfills the minimum qualification.
iii) who intents to be a lecturer for classes IX to XII and fulfills the minimum qualification.

However, a person who intents to be a teacher for levels (i) and (ii) mentioned here above (i.e. teacher for classes I to V and VI to VIII) and fulfils minimum qualifications for both categories will have to apply for both separately on separate application forms and appear in both the papers meant for these categories. Similarly, if a person also intents to be a lecturer, he/she will have to apply on separate application form also and appear in the paper meant for this category.

IMPORTANT NOTE FOR THOSE WHO WISH TO APPLY FOR BOTH CATEGORIES (TEACHER FOR CLASSES I TO V AND VI TO VIII)

Application No. printed on the application form of Category No. 1 has to be mentioned in the relevant column of application form of Category No. 2 and similarly application number of application form of category No. 2 has to be mentioned in the relevant column of application form of Category No. 1.

IMPORTANT NOTE: After qualifying “HTET” the candidates will acquire the eligibility in respect of having qualified “HTET”. However, such HTET qualified candidates will need to satisfy all eligibility requirements as per State Recruitment Rules in order to become qualified for getting recruited as teacher of respective category in any of the school specified under clause 3 (iii) as per the qualifying condition laid down by prospective employers.

CATEGORY 1: Teachers for classes I to V

MINIMUM QUALIFICATION:


(i) Senior Secondary (or its equivalent) with at least 50% marks and 2-year Diploma in Elementary Education (by whatever name known)
OR
Senior Secondary (or its equivalent) with at least 45% marks and 2-year Diploma in Elementary Education(by whatever name known), in accordance with NCTE (Recognition Norms and Procedure), Regulations 2002
OR
Senior Secondary (or its equivalent) with at least 50% marks and 4-year Bachelor of Elementary Education (B.El.Ed.)
OR
Senior Secondary (or its equivalent) with at least 50% marks and 2-year Diploma in Education (Special Education)
OR
B.A. / B.Sc. / B.Com and two year Diploma in Elementary Education (by whatever name known)
OR

A candidate with BA/B.Sc./B.Com with at least 50% marks and B.Ed. qualification or with B.A./B.Sc./B.Com with at least 45% marks and 1-year Bachelor in Education (B.Ed.), in accordance with the NCTE (Recognition Norms and Procedure) Regulations issued from time to time in this regard, shall also be eligible for appointment to Class I to V upto 1st January, 2012, provided he/she undergoes, after appointment, an NCTE recognized 6-month Special program in Elementary Education.

(ii) Matric with Hindi/Sanskrit or Sr. Secondary / Graduation / Post Graduation with Hindi as one of the Subjects

NOTE:

(i) Relaxation of 5% in minimum qualifying at BA/B.Sc./ B.Com / Senior Secondary level is admissible for SC and Differently abled Candidates.

(ii) A diploma/degree course in teacher education recognized by the National Council for Teacher Education (NCTE) only shall be considered. However, in case of Diploma in Education (Special Education) and B.Ed. (Special Education), a course recognized by the Rehabilitation Council of India (RCI) only shall be considered.

SCHEME/STRUCTURE AND CONTENT:

There shall be only one paper in this category. All questions will be Multiple Choice Questions (MCQs) each carrying one mark with four alternatives out of which one answer will be correct.

Duration of Examination: one-and-a-half hours

Structure and Content (All Compulsory):

(i) Child Development and pedagogy: 30 MCQs 30 Marks
(ii) Language I (Hindi): 30 MCQs 30 Marks
(iii) Language II (English): 30 MCQs 30 Marks
(iv) Mathematics: 30 MCQs 30 Marks
(v) Environmental Studies: 30 MCQs 30 Marks

NATURE & STANDARD OF QUESTIONS:

The test items on Child Development and Pedagogy will focus on educational psychology of teaching and learning relevant to the age group of 6-11 years. They will focus on understanding the characteristics and needs of diverse learners, interaction with learners and the attributes and qualities of a good facilitator of learning.

The Test items for Language – I (Hindi) will focus on the proficiencies related to the medium of instruction.

The Language II (English) will focus on the elements of language, communication and comprehension abilities.

The test items in Mathematics and Environmental Studies will focus on the concepts, problem solving abilities and pedagogical understanding of the subjects. In all these subject areas, the test items shall be evenly distributed over different divisions of the syllabus of that subject prescribed for classes I-V by the Education Department, Govt. of Haryana.

The questions in the tests for Paper I will be based on the topics of the prescribed syllabus for classes I-V, but their difficulty standard, as well as linkages, could be upto the secondary stage.

QUALIFYING MARKS: 60%
NEGATIVE MARKING: There shall be no negative marking.

CATEGORY 2: Teachers for classes VI to VIII

MINIMUM QUALIFICATION:


(i) B.A. / B.Sc. / B.Com. and 2 - year Diploma in Elementary Education (by whatever name known)
OR
B.A. / B.Sc. / B.Com. with at least 50% marks and 1 – year Bachelor in Education (B.Ed.)
OR
B.A. / B.Sc. / B.Com. with at least 45% marks and 1 – year Bachelor in Education (B.Ed.), in accordance with the NCTE (Recognition Norms and Procedure) Regulations issued from time to time in this regard
OR
Senior Secondary (or its equivalent) with at least 50% marks and 4 – year Bachelor in Elementary Education (B.El.Ed.)
OR
Senior Secondary (or its equivalent) with at least 50% marks and 4-year B.A.Ed. / B.Sc.Ed. or B.A.Ed. / B.Sc.Ed.
OR
B.A. / B.Sc. / B.Com. with at least 50% marks and 1 – year B.Ed. (Special Education)

For Home Science Only:
B.Sc. Home Science with B.T./B.Ed. from a recognized University
OR
B.A. with Home Science as one of the elective subjects and B.T./B.Ed. from a recognized University.

For Demonstrator in Physical Education only:
Graduate with Bachelor of Physical Education (B.P.Ed.) or its equivalent
(ii) Matric with Hindi/Sanskrit or Sr. Secondary /Graduation/ Post Graduation with Hindi as one of the Subjects.

NOTE:

(i) Relaxation of 5% in minimum qualifying at BA/B.Sc./B.Com/Senior Secondary level is admissible for SC/Differently abled Candidates.

(ii) A diploma/degree course in teacher education recognized by the National Council for Teacher Education (NCTE) only shall be considered. (iv) (a) For Mathematics and Science Teacher: Mathematics and Science – 60 MCQs of 1 mark each
(b) For Social Studies teacher: Social Studies – 60 MCQs of 1 mark each
(c) For any other teacher – either (iv) (a) or (iv) (b)

NATURE & STANDARD OF QUESTIONS:

The test items on Child Development and Pedagogy will focus on educational psychology of teaching and learning, relevant to the age group of 11-14 years. They will focus on understanding the characteristics, needs and psychology of diverse learners, interaction with learners and the attributes and qualities of a good facilitator of learning.

The test items for language I (Hindi) will focus on the proficiency related to the medium of instruction.

The Language II (English) will focus on the elements of language, communication and comprehension abilities.

The test items in Mathematics and Science, and Social Studies will focus on the concepts, problem solving abilities and pedagogical understanding of these subjects. The test items of Mathematics and Science will be of 30 marks each. The test items shall be evenly distributed over different divisions of the syllabus of that subject as prescribed for classes VI-VIII by the Board of School Education Haryana.

The questions in the tests for Paper II will be based on the topics of the prescribed syllabus of the Board of School Education Haryana for classes VI-VIII but their difficulty standard as well linkages could be upto the senior secondary stage.

QUALIFYING MARKS: 60%
NEGATIVE MARKING: There shall be no negative marking.

CATEGORY 3: Lecturers

MINIMUM QUALIFICATION:


Lecturer in (i) English, (ii) Hindi, (iii) Economics, (iv) Geography, (v) Sanskrit, (vi) Home Science, (vii) Physics, (viii) Commerce, (ix) Sociology, (x) Psychology, (xi) Physical Education (xii) Punjabi, (xiii) Urdu:-

(i) Post Graduate Degree in the concerned subject with at least 50% marks from a recognized university;
(ii) Matric with Hindi/Sanskrit or Sr. Secondary / Graduation / Post Graduation with Hindi as one of the Subjects.

(xiv) Lecturer in History
(i) M.A. History or Ancient Indian History and Culture and Archaeology with atleast 50% marks from recognized university;
(ii) Matric with Hindi/Sanskrit or Sr. Secondary / Graduation / Post Graduation with Hindi as one of the Subjects.

(xv) Lecturer in Political Science
(i) M.A. Political Science or Public Administration with atleast 50% marks from a recognized university;
(ii) Matric with Hindi/Sanskrit or Sr. Secondary / Graduation / Post Graduation with Hindi as one of the Subjects.

(xvi) Lecturer in Biology
(i) M.Sc. Biology or Zoology or Botany or Bio-Science or Bio-Chemistry or Genetics or Micro-Biology or Plant Physiology or Bio-Technology with atleast 50% marks from a recognized university;
(ii) Matric with Hindi/Sanskrit or Sr. Secondary / Graduation / Post Graduation with Hindi as one of the Subjects.

(xvii) Lecturer in Chemistry
(i) M.Sc. Chemistry or Bio-Chemistry with atleast 50% marks from a recognized university
(ii) Matric with Hindi/Sanskrit or Sr. Secondary / Graduation / Post Graduation with Hindi as one of the Subjects.

(xviii) Lecturer in Maths
(i) M.A./M.Sc. Math/Mathematics Statistics with atleast 50% marks from a recognized university;
(ii) Matric with Hindi/Sanskrit or Sr. Secondary / Graduation / Post Graduation with Hindi as one of the Subjects.

Note: Relaxation of 5% in minimum qualifying marks at Post Graduate Level is admissible for Schedule Caste and Differently abled candidates.

SCHEME/STRUCTURE & CONTENT:

There shall be only one paper in this category. All questions will be Multiple Choice Questions (MCQs) each carrying one mark with four alternatives out of which one answer will be correct.

The Language II (English) will focus on the elements of language, communication and comprehension abilities relevant to the age group of 14-17 years.

The test items in subject specific will focus on the concepts, problem solving abilities and pedagogical understanding of these subjects. The test items shall be evenly distributed over different divisions of the syllabus of that subject as prescribed for classes IX-XII by the Board of School Education Haryana.

The questions in the test will be based on the topics of the prescribed syllabus of the Board of School Education Haryana for classes IX-XII but their difficulty standard as well linkages could be upto the Post-Graduate level.

QUALIFYING MARKS: 60%
NEGATIVE MARKING: There shall be no negative marking.

IMPORTANT NOTE (For all Categories):

1. Candidates studying in final year of the qualifying professional degree which ever is required for eligibility as mentioned in these guidelines/instructions are also eligible to apply for the test. Their candidature by the appointing authority, however, shall be considered only when they have acquired the minimum qualification.

2. The condition of having pass ‘Matric with Hindi/Sanskrit or Sr. Secondary / Graduation / Post Graduation with Hindi as one of the Subjects’ will be applicable at the time of applying for the post of Teacher and not for appearing in the HTET.

LANGUAGE OF QUESTION PAPERS: All questions except those concerning language subjects, will be bilingual i.e. Hindi and English.

WEIGHTAGE & IMPROVEMENT OF PERFORMANCE

(i) A person who scores 60% or more in the HTET exam. will be considered as HTET pass and weightage shall be given to the HTET in the recruitment process. However, qualifying the HTET would not confer a right on any person for recruitment/employment as it is only one of the eligibility conditions for appointment. In addition, the candidate will have to fulfill other additional qualifications/conditions prescribed from time to time as per State Recruitment Rules, while applying for the said post.

(ii) A person who has qualified HTET/STET may also appear again for improving his/her score.

HTET 2013 EXAMINATION FEE:

All Candidates except SC & Differently abled : for each Level - Rs.600/-
SC & Differently Abled : for each Level - Rs.300/-

HTET 2013 ADMIT CARD: ADMIT CARDS WILL NOT BE SENT BY POST. Every eligible candidate may download his/her admit card from the website (www.hbse.ac.in or www.htet.nic.in) with effect from 25.05.2013 onwards and appear in the examination at the allotted examination centre. After taking print out of “Roll No./Admit Card”, go through the particulars etc. and if any discrepancy in the particulars of the candidate or his/her photograph and signatures is noticed, the candidate should immediately contact the Special Examination Branch of the Board and get the same corrected.

i. The exact place and name of the centre for the test shall be mentioned on the admit card.

ii. No candidate will be permitted to appear from the centre other than the one allotted to him/her. No request for change of centre will be entertained under any circumstances. If any candidate unlawfully appears from a centre other than the one allotted, his/her candidature will be rejected out rightly and result will be quashed without entering into any correspondence with him/her in this regard whatsoever.

iii. Such eligible candidate who does not find his/her admit card on the Board’s website (www.hbse.ac.in OR www.htet.nic.in) may contact personally the “Special Examination Branch” of the Board’s office at Bhiwani for this purpose at least two day prior to the date of examination during usual office hours i.e. 9.00 a.m. to 5.00 p.m. He/She would be required to bring with him/her adequate proofs i.e. Photostat copy of Computer Generated Application form (“Confirmation Page”), a copy of payment challan in support of having deposited examination fee and an attested copy of certificate of having qualified Secondary(Xth Class) examination, two copies of photograph as uploaded on the Application Form and also adequate proof of having deposited/sent the “Confirmation Page”.

iv. No candidate will be admitted to the Examination centre unless he/she produces valid Admit Card having his/her photograph printed on it. In case a candidate does not download his/her Roll No. and does not appear in person at the Board’s Headquarters (Bhiwani) up to one day before the date of examination, his/her request for issue of Roll No. will not be considered and he/she will not be permitted to appear in the examination without valid admit card.

HTET 2013 EXAMINATION CENTRE: The Board of School Education Haryana reserves the right to create examination centre anywhere in the State of Haryana as well as outside Haryana.

HTET 2013 Application Procedure: 5 Simple Steps to be followed for apply online

Step 1: Fill in the Online Application Form and note down system generated Registration No. The candidate should supply all details while filling the Online Form. The Application Form mainly contains the personal details and contact details of the candidates. After successful submission of the data, Registration No. will be generated and it will be used to complete the remaining Steps of the Application Form and also required for all future correspondence.

Step 2: Upload Scanned Images of Photograph and Signature

i. The scanned images of photographs and signature should be in jpg format.
ii. Size of the photo image must be greater than 4 kb and less than 100 kb.
iii. Size of the signature image must be greater than 1 kb and less than 25 kb.
iv. Image Dimension of photograph should be 3.5 cm(width) * 4.5 cm(Height) only
v. Image Dimension of signature should be 3.5 cm(width) * 1.5 cm(Height) only

Step 3: Apply for Appropriate Level(s): A candidate can apply for Level-1 (Primary Teacher) or Level-2 (TGT – Trained Graduate Teacher) or Level-3 PGT (Post Graduate Teacher) or combination of two or more Level(s), if he/she fulfills the minimum qualifications for those Level(s). If candidate intents to apply for multiple Levels, he/she has to submit single Application Form and accordingly single Registration No. will be generated.

Step 4: Download e-Challan and Pay Examination Fee: The candidate has to select “Appropriate Bank e-Challan” to submit the application fee through bank. As soon as he selects, an e-Challan will be generated containing details of the candidate along with amount to be paid as per their category and level(s) opted. The candidate has to take a printout of the same and take it to the nearest Core Banking Service (CBS) facility enabled Branch of the respective Bank for making payment. After payment, the candidate has to login again to the system and enter the details written on the e-Challan by the bank official like Transaction ID, Branch Code, Branch Name and date of fee deposit. After the details are uploaded, a Confirmation Page will be generated.

Step 5: Download Confirmation Page; complete in all respects and deposit/send to Board of School Education Haryana for futher processing.
